Analisis Mantuq dan Mafhum QS. Al-Baqarah 222 dalam Pembentukan Fiqh Kebersihan Publik

Abstract

This study examines the concepts of mantuq and mafhum in Surah Al-Baqarah verse 222 by placing it within the broader context of the urgency of cleanliness as an integral part of Islamic law. The focus of this study is to identify the verse's textual intent (mantuq) and its contextual implications (mafhum) to formulate the basis of Islamic jurisprudence for public cleanliness. The method used is a thematic analysis of classical and contemporary interpretations, accompanied by an ushul fiqh approach to examine the legal reasoning from the verse's explicit and implicit meanings. The results show that according to mantuq, the verse emphasizes the prohibition of approaching a wife during menstruation and the command to resume sexual intercourse after purification; while according to mafhum, the verse provides a normative basis for the importance of cleanliness, disease prevention, and the ethics of social interaction based on physical purity. These findings confirm that the value of cleanliness in Islam is not merely ritualistic, but has a social dimension that encourages society to maintain a healthy and decent public environment.  The implications of this research contribute to strengthening the construction of public hygiene fiqh, both theoretically in the development of ushul fiqh studies, and practically in the preparation of hygiene policies and education based on Islamic teachings.
