Fungsionalisme Struktural KUA Kecamatan Songgon dalam Meminimalisasi Pernikahan Usia Anak melalui Program BRUS Perspektif Talcott Parsons

Abstract

This study aims to describe the role of the Songgon Subdistrict KUA in minimizing child marriage through the School-Age Adolescent Guidance Program (BRUS), analyze its implementation from the perspective of Talcott Parsons’ structural functionalism, and identify the factors that support and hinder its implementation. This study employs a qualitative approach using an instrumental case study design. Data were collected through in-depth interviews, participatory observation, and document analysis with informants including the head of the KUA, religious counselors, BRUS participants, teachers, and community leaders. The results of the study indicate that the Songgon Subdistrict KUA performs an educational function through outreach and guidance for adolescents in the BRUS Program, a preventive function through counseling on the risks of child marriage and the importance of readiness for marriage, and a regulatory function through the enforcement of regulations. From Talcott Parsons’ AGIL perspective, the implementation of BRUS demonstrates the ability to adapt to the needs of adolescents, the achievement of the goal of preventing child marriage, integration with schools, families, counselors, and the community, as well as the preservation of religious and family values. Its implementation is supported by cross-sector collaboration and positive responses from participants, but it still faces limitations in human resources, geographical conditions, and cultural and economic resistance. Thus, BRUS serves as a strategic tool for the KUA in raising awareness among adolescents and preventing child marriage at the local level.
