Abstract

Halal certification in Indonesia is not merely an administrative obligation but also a part of Muslim consumer protection, Sharia compliance, and public policy communication. This article aims to examine, compare, and synthesize previous studies on halal certification policy communication within contemporary Islamic studies. This research employs a systematic literature review method using a qualitative descriptive approach. The literature was obtained from Google Scholar, Garuda, DOAJ, SINTA, national journals, international journals, and official policy documents published between 2020 and 2026. The analysis was conducted through several stages, including identification, screening, eligibility assessment, thematic classification, and content synthesis. The findings indicate that halal certification policy communication plays an important role in shaping halal literacy, strengthening business actors’ trust, and improving compliance with regulations. However, its implementation still faces several challenges, including low levels of halal literacy, procedural complexity, disparities in digital access, and uneven availability of assistance. This article offers novelty by mapping the relationship between policy communication, halal literacy, contemporary Islamic values, and business actors’ compliance.
