Analisis Usulan Kebijakan Menteri HAM tentang Kebebasan Beragama: Memperkuat Keberagaman atau Memicu Konflik Sosial?

Abstract
Freedom of religion is a fundamental issue in a multicultural society like Indonesia, where diverse beliefs are an integral part of the national identity. The proposal by the Minister of Human Rights to establish a Religious Freedom Act that includes faiths outside the state-recognized official religions has sparked a significant discourse on the direction of state policy in ensuring the spiritual rights of all citizens. This study aims to analyze the social, political, and human rights impacts of the proposed policy. The research employs a descriptive qualitative approach through document studies and policy analysis based on official sources and national media. The findings indicate that the proposal contains implementation ambiguities that may either strengthen diversity or trigger social conflict, depending on how the policy is applied at both bureaucratic and community levels. In conclusion, the policy holds great potential to promote tolerance and inclusivity if supported by clear derivative regulations and effective public communication strategies that foster cross-group understanding. Conversely, without a well-defined implementation framework, the policy risks provoking resistance from conservative groups and generating new social tensions. We strongly encourage authors to use the following style of structured abstracts, but without headings: (1) Background: Place the question addressed in a broad context and highlight the purpose of the study; (2) Purpose of the Study: Identify the purpose and objective of the study; (3) Methods: Describe briefly the main methods or theoretical framework applied; (4) Results: Summarize the article's main findings and main conclusions reseacrh result; (5) Implications: Demonstrate the implications or contributions of the research, both in theory and practice.
